Deciding where you want to go and how
you are going to get there requires planning. Developing and maintaining
a complex transportation system of highways, rail, transit, air, water
and bicycle and pedestrian facilities also requires careful planning and
decision making. As
the designated Metropolitan Planning Organization for the Herkimer and
Oneida County's area, HOCTS (Herkimer-Oneida Counties Transportation
Study), under federal legislation, is responsible for developing and
maintaining the 20-year Long - Range Transportation Plan (LRTP) for the
Herkimer and Oneida County's study area for the use of federal
transportation funds. HOCTS
updates the LRTP every 5 years. HOCTS
received approval for "DESTINATIONS 2005 - 2025", the latest
LRTP, from the Governmental and Policy Liaison (GP&L) committee in
December 2004. The plan outlines goals and objectives
and specific recommendations for transportation improvements in the
two-county area and addresses the transportation needs of the area based
on a "vision" of what the area would look like in 20 years.
Many of the projects in past plans, such as the Judd Road Project and
the Utica-Rome Expressway, have now been completed or are underway. During
this LRTP planning process, HOCTS held several public meetings
throughout Herkimer and Oneida Counties and also reached out to various
community groups to get input for this LRTP. HOCTS also received input from the Transportation
Planning Committee (TPC) and the Governmental and Policy Liaison (GP&L) committee during
the LRTP planning process. LRTP
public meetings were announced in local newspapers, radio and local
television stations and on the HOCTS website.
Additionally,
for this LRTP, an online transportation questionnaire and comment box
was made available to the public so that they could submit their views
on area transportation needs.
