Program Summary |
| An
important function of both the Oneida County Department of Planning and
the Herkimer-Oneida Counties Comprehensive Planning Program (or Regional
Planning Program) is the continuation of and active participation
in planning activities that influence the many environmental and water resources
within the two county region. Involvement in environmental and water resources planning may be undertaken through the initiation, development, review, coordination, and/or implementation of a wide variety of projects and programs. One of the key activities focuses on providing assistance to local governments, county and state agencies, and the public on proper methods of using, protecting, and conserving the environment for the benefit of all people. Within the region there are two primary advisory boards that typically consider, discuss, and recommend environmentally and water related policy to county and local governments. In Oneida County this advisory board is The Oneida County Environmental Management and Water Quality Council. In Herkimer County, this board is the Herkimer County Water Quality Coordinating Committee. | Types of Assistance Available | |
| Environmental and Water Resource Program assistance that is provided to local governments, county departments, state agencies, and the public may include projects or advice related to: watershed planning, floodplain management, wellhead protection, groundwater and surface water mapping and/or modeling, land use planning for non-point source protection, assistance with state and federal regulatory requirements, grant research, education and training, and GIS mapping. | Environmental considerations are an integral part of the planning processes at all levels of county and regional planning activity and such considerations typically cross the Offices programmatic boundaries. For example, the environment is a often a factor considered in land use planning, economic development, and transportation planning activities. Given the diversity of resources and the diversity of planning programs, the regional planning program provides for a coordinated and broad view of environmental factors influencing planning activities in the region. | Water Resource Planning and Projects | |
| The
Water Resources Planning Program in Herkimer and Oneida Counties is primarily
supported by funding made available through the Federal Clean Water Act
via the US Environmental Protection Agency and NYS Department of Environmental
Conservation. The continuation of this funding has been a major contributing factor and catalyst which helps to solidify the Regional Planning Program's involvement in water quality and watershed management planning activities. Staff continues to assist a number of communities with the investigation and implementation of wellhead and watershed protection controls. The regional planning program is also involved in programs related to: community flood mitigation planning, source water assessment, and other miscellaneous projects and programs.
