GroWest will utilize funding to conduct a planning project that involves West Utica residents, business owners and local officials in the development and implementation of a "comprehensive" neighborhood plan for the outlined project area and build upon the success of their Victorian Village Restoration Project. The goal is to create a neighborhood plan that will express a consensus vision of the neighborhood’s future, empower residents, and outline specific improvement activities. The plan will also serve as a guide for those who make land use and other neighborhood decisions. It will be used as a model to develop comprehensive plans for other West Utica neighborhoods and will be compiled into a West Utica Vision 2000 comprehensive plan.
