WELFARE TO WORK PLAN SUBMITTED "This plan identifies services and activities designed to help temporary assistance applicants to find employment," Eannace said. "It will be used to expand our efforts as we include more employers in the Welfare To Workfare effort." Oneida County’s current biennial plan was accepted by the New York State Department of Labor on February 1, 2000. The plan may be reviewed at the Oneida County Planning Department, 3rd floor, Union Station, 321 Main Street, Utica from 8:30 a.m. to 4:30 p.m. on regular business days for the next 30 days.
